Prof. dr. em. Hugo Van Hassel died on May 19th at his home
in Leuven. He was one of the founding fathers and former
directors of the Public Management Institute at the University
of Leuven (Belgium). He was also very active at the European
and international scene, as a president of EGPA (European
Group of Public Administration) and SCEPSTA (Standing conference
of European Public Service Training Agencies).
His main fields of interests were the organisation of public administration and
the relations between politics and administration. His PhD on the ministerial
cabinets in Belgian was a milestone in the study of this subject. He was involved
in the reorganisation of the province of Brabant and the Flemish government in
the nineties. He always had a special interest for the relations between Western
and Eastern Europe. He did research with the Budapest University of Economic
Sciences, Centre for public Affairs Studies, on the issue of tax administration;
he was also involved at the Centre as a fellow professor after he retired.
The public management institute and the European and international community
are mourning not only because of what Hugo Van Hassel meant to us as a scholar,
but also for what he meant to us as a man. His drive for justice and solidarity,
his critical and visionary view on society, his historical insights, his tolerance
and relativism, his love for music and culture, all this characterised him profoundly.
He had a passion for the general interest, and therefore was a real ‘public
servant’. His drive for a better public administration in a better world
will lead us further in our activities.

- Safety and infrastructure of police offices (1996-1997)
