Strategic Planning in Flanders (1999)
Content of the research
In the summer and autumn of 1999 the Public Management Institute contributed to the inter-university research project 'Strategic Objectives Scheme - Euregion', which compares strategic planning for four regions in the 'Euregion' cross-border collaboration framework (Nord-Pas de Calais, Flanders, Kent and Brussels) . For Flanders in particular this involved an analysis of the Flanders Structure Plan.
The mission is to carry out the ‘Strategic Objectives Scheme’ task,
concentrating on elements related to the respective regions. The summary
and recommendations are delivered to the Euroregion on the basis of
existing strategy papers in the five Member Regions.
The methodology is based on three analyses: thematic cartographical
comparison of the five regions, territorial development projects and
cross-sectional analysis of the themes that arise in the various key
plans. These three approaches form three separate parts of the study
and will result in a multi-part reflection on improvements to the concepts
and harmonisation of the plans. This will take place in the context
of the Regional Development Scheme (Dutch: RO) and a possible scheme
for strategic orientation at the Euregion level.
