The Vaasa conference introduced a new long-term topic to the study group : "Staff participation in the public sector". Influenced by workplace changes (law, labour market, personnel policies), changing fundamental rights for workers in the EU and increasing network activities, staff participation has become an important topic withn public personnel administration.
