Potsdam meeting 2002

Focus

At its last meeting in Vaasa during September 2001, the Permanent Study Group launched a new study theme examining staff participation and involvement (SPI) in public services. As a result of these initial papers, SPI was defined as those political, social, institutional and legal arrangements, both direct and indirect, by which public officials/employees take part in determining their work organisation, employment relations and administrative reform. It was decided to encourage the formation of informal research groups by inviting people to work together across these three areas of SPI in their respective countries.
