Policymaking
This section considers resources to analyse EU foreign policy-making. This is characterized by a complex mixture of different policy-making regimes and actors, as foreign policy is not only pursued through the Union's former second pillar (CFSP/ESDP) but also through its former first (Community) pillar, and is predominantly a shared competence between the EU and its Member States. The resources under this section provide information on this complexity of competences, decision-making, voting procedures and the financing of EU foreign policy.

This database on inter-institutional procedures follows the major stages of the decision-making process between the Commission and the other institutions: stage of the procedure, decisions of the institutions, persons' names, services responsible, references of documents …etc. It monitors the works of the various institutions involved (European Parliament, Council, ESC, Committee of the Regions, European central Bank, Court of Justice, etc.).
